The only child of Razor, the longtime boss of the Neo Nightdyne Mafia, Vallentina Maria Arctica was treated like a princess for as long as she could remember. However, she ended up with Razor as a parting gift from an unknown woman. Refusing to believe he was a father at first, Razor took a DNA test to determine if Val was actually his. It was positive. This caused the once-ruthless Razor to change his priorities, for he now had an heir to the family business. Young Vallentina grew up with full knowledge of what her father did as a crime boss, and why it was a family tradition...for the history of the Arctica family was a criminal one. With this understanding, Vallentina studied Razor's business tactics with great attention to detail. As time passed, Vallentina emulated her father...and when Razor felt it was time to retire, he gave the keys to the organization to his daughter, telling her to "do whatever you want with it". 18 at the time, Vallentina embraced her new role, and re-invented the organization...in the form of "Cardiac Arrest".

A strange year it was, for Vallentina was no longer a spoiled little girl, but a smart, and stunningly beautiful woman. While the men of the criminal underground resented her for gaining such power without effort, they could not deny her beauty. Various attempts at courting Val were made, and each failed, for she was taught by Razor to never undertake romantic relationships if she wanted to run a successful business. Yet, when she turned 20, Vallentina saw a change - the men no longer hated her. They were now madly in love with her. Turns out Val's superpower manifested itself, in an irresistable aura. She then wised up to their selfish ambitions by seducing the men with her hypnotic beauty...quelling all but one threat. This threat, was rival boss with a sniper.To counter this plot, the resourceful Vallentina hired a sniper of her own - Aluminum Julie. The famed assassin promptly eliminated the sniper, leaving only Val and the boss. Desperate, the boss tried to attack her...but the closer he got, the weaker he became. Fully immersed in her aura, the boss was then silenced...as Val stopped his heart with a simple hand motion.

At will, Vallentina can emit a powerful aura that affects the human heart, effectively controlling the romantic emotions of whoever is in the vicinity. The estimated radius of this aura is about 30 to 40 feet from her body, and it's effect is indefinite until she shuts it down. Anyone caught in the aura is well aware of what's happening, however their ability to resist becomes weaker the closer they are to her. In addition to it's weakening properties, when close enough, Vallentina's aura lets her externally control physical operation of the heart with her hand, allowing her to make dangerous choices such as modifying the rate of beats, or stopping it's functions completely. This power is the result of the cursed Arctica Angel Gene, which affects those of the Arctica bloodline in instances of "3-0-0". In Val's case, she must give 300 kisses a year in order to survive, with the 300th kiss being lethal to it's unlucky recipient.
